Health Reimbursement Arrangements (HRA)
A New Employer Funded Account
Overview
HRA is an employer funded health benefit plan where the employer controls the plan design and expenditures. In general, the employer controls:
- Eligibility - HRAs have the same nondiscrimination rules as FSAs and POPs.
- Type of reimbursable health care expenditures.
- Funding - the amount, frequency of funding, carryover, etc.
- HRAs may be implemented in conjunction with the company's medical plan or as a stand-alone program.
Participant Benefits
- HRAs may fund both out-of-pocket medical expenses as well as health insurance premiums.
- Unused funds may be carried over from year to year, and accumulated for future healthcare needs.
- Employees may opt for an HRA without participating in the company's major medical plan.
